GeM Bidding Checklist: A Practical Guide to Preparing Your Bid
Review eligibility, specifications, documents, pricing and submission requirements with a practical GeM bidding checklist guided by the specific tender documents.
GeM Bidding Checklist
A well-prepared bid starts with understanding the buyer’s requirements, not simply uploading documents. Government e-Marketplace, or GeM, is a government procurement platform. Each opportunity requires careful review because eligibility conditions, technical requirements and commercial terms can differ.
Use this checklist as a preparation aid, not as a substitute for official instructions. The specific tender documents, applicable official rules and published amendments govern your bid.
Start with the complete tender documents
Read the bid document, specifications, scope of work, buyer-added conditions and available attachments together. Check for amendments or clarifications before preparing your response and again before submission.
Create a simple requirement register. For each condition, record the evidence requested, the person responsible for preparing it and any question that needs clarification. Separate requirements you can demonstrate from those that remain uncertain.
If documents appear inconsistent, seek clarification through the prescribed channel rather than assuming which interpretation the buyer will accept.
Check eligibility before committing resources
Compare the stated bidder qualifications with your business records. Depending on the tender, these may involve business identity, relevant experience, financial information, registrations or manufacturer authorisation.
Do not assume that a business classification automatically provides an exemption, preference or relaxation. If you intend to claim one, verify its applicability against current official provisions and the tender’s conditions. Prepare the supporting evidence requested.
Check that your account details and business documents are consistent. Resolve discrepancies before relying on them in a submission.
Map the technical requirements
Review every specification against the product or service you actually intend to offer. Check quantities, performance requirements, delivery locations, installation responsibilities, warranty provisions and service obligations where relevant.
Prepare a compliance sheet that links each requirement to supporting material. Avoid copying specifications into your response without checking whether your offer meets them. Identify any deviation honestly and review whether the tender permits it.
Review pricing and commercial terms
Build your quotation around the complete scope. Consider applicable taxes, transport, installation, packaging, support and other costs relevant to the requirement. Check how the tender asks you to present these amounts.
Read the payment terms, acceptance process, security requirements, contractual remedies and delivery obligations. Where a bid security or performance security provision appears, review its stated form, applicability and supporting instructions. Do not infer a waiver from another procurement.
Practical pre-submission checklist
Document set: Have you reviewed all available attachments, amendments and clarifications?
Eligibility evidence: Can you support every qualification and declaration you are making?
Technical response: Does your offered product or service match the stated requirements?
Commercial review: Does your quotation cover the complete scope in the required format?
File readiness: Are documents legible, complete and signed or authorised where requested?
Upload review: Are files placed in the correct sections without disclosing information where it is prohibited?
Submission timing: Have you checked the displayed closing details and allowed time for technical issues?
Submission record: Have you verified the final submission status and retained the available acknowledgement?
After submission
Monitor the official platform for communications, clarification requests and updates relevant to your bid. Keep a copy of the submitted documents and avoid assuming that an upload alone confirms successful submission.
